Stakeholder Engagement
In 2017, the Joint Utilities formed 9 implementation teams and led engagement efforts for each topic. Goals of engagement for 2017 included: to inform stakeholders of implementation progress, solicit feedback on implementation progress, achieve alignment for moving forward, and incorporate stakeholder input into implementation plans as applicable. Workshops and conferences were open to the public via in-person meetings and webinar access. For 2018, engagement efforts focused on supporting the utilities’ Distributed System Implementation Plan (DSIP) filings, which were submitted to NY PSC on July 31, 2018. In 2019, the Joint Utilities’ stakeholder programming will cover several topics, including energy storage and non-wires procurement.

Previous 2019 Stakeholder Engagement Meetings
December 11, 2019 – To help inform the development of the 2020 Distributed System Implementation Plans (DSIPs), the Joint Utilities of New York held a stakeholder webinar on December 11, 2019. The Joint Utilities recently conducted a stakeholder survey to request feedback on how to make future DSIPs more useful, informative and engaging. During our webinar, the Joint Utilities shared the results of the survey and requested additional stakeholder feedback on the proposed 2020 DSIP structure based on the survey results. September 17, 2019 – Joint Utilities of New York Hosting Capacity Stakeholder Session. For the slides, please click here. The goal of the meeting was to provide stakeholders with an update on the major enhancements made in Stage 3.0, as well as to discuss the timeline for future stakeholder engagement sessions. The major enhancements made in Stage 3.0 are focused on including existing DER in the analysis and providing sub-feeder level hosting capacity. Stage 3.0 of the hosting capacity displays will go live on Tuesday, October 1st, 2019.
May 29, 2019 – Joint Utilities of New York DER Sourcing Stakeholder Session. For the slides, please click here. The webinar focused on updates to the evolving non-wires procurement process and allow for plenty of time for Q&A. During the webinar, the Joint Utilities updated where each utility stands in terms of the overall NWA process, including identification of open RFPs and the status of awarded projects, as well as lessons learned from awarded and withdrawn RFPs.
March 29, 2019 – Joint Utilities Stakeholder Conference: Energy Storage Solicitation Implementation Plans
As follow-up to the Stakeholder Conference held on March 29, 2019, stakeholders may pose questions to the Joint Utilities on topics that were not addressed at the Conference regarding the Implementation Plans filed on February 11, 2019. Such questions may be sent by email to info@jointutilitiesofny.org. Answers to questions sent to the Joint Utilities will be regularly posted on our website in the Stakeholder Conference Q&A document. The Joint Utilities will also post questions and answers drawn from the Conference.
Going forward, after the individual utilities have issued their draft Requests for Proposals and terms and Conditions (May 31 for Con Edison / O&R and July 30 for Central Hudson, National Grid, and NYSEG/RG&E), utility-specific mailboxes will be set up for feedback. Further details will be forthcoming.

The Joint Utilities of New York thank those who virtually attended one or both of the stakeholder engagement webinars in April. These webinars were a part of our continued stakeholder engagement effort we are facilitating as part of our implementation plans based on commitments in the Supplemental Distribution System Implementation Plan (SDSIP), filed November 1st, 2016 under the NY REV Proceeding. The purpose of the April webinars was to provide an overview of the SDSIP commitments, preview upcoming engagement opportunities for 2017, and allow time for Q&A. The JU also outlined opportunities for stakeholders to engage in the effort.

To begin the process of engaging stakeholders around the issues under consideration in the Supplemental DSIP filing, on February 29, 2016, the Joint Utilities of New York held an informational forum at the Con Edison Learning Center in New York. The forum was focused on covering the basics of distribution system planning, the key differences among utility systems that affect planning, a high level assessment of utility capital investment planning, and some of the next steps that the Joint Utilities propose for engaging with stakeholders on the issues within the Supplemental DSIP.
2016 Engagement Group Meetings
In 2016, engagement was focused around three general categories: Distribution System Planning, Grid Operations and Market Operations. The groups were intended to foster shared understanding on the technical details and strive toward common ground through discussion and feedback. The groups were organized around the topic categories included in the Final DSIP Guidance.
