Program Overview

The Joint Utilities’ Load Management Technology Incentive Programs (LMTIPs) are designed to provide incentives for energy storage projects and other advanced load management (ALM) software and equipment. Incentives are available for customer-owned demand management technologies capable of reliably balancing, curtailing, or deferring a customer’s net EV charging demand on the electric grid.

 

Eligible Technology

The four technology segments eligible for LMTIP incentives are described below. While there is not an exhaustive approved equipment list, all incentivized equipment or software must meet the required technical specifications to be eligible.

Customer-owned, behind-the-meter battery energy storage systems (and associated equipment) that provide energy storage services for EV charging stations such as using the battery to minimize demand charges, avoiding disruption to power, and delivering the maximum capacity to chargers using power sharing at a site.

EV charging station and ports are not eligible, but incentives are available for the incremental price of the energy storage component of battery-integrated EV chargers.

Up to five (5) years of the costs of load management software that provides active load management for EV charging stations.

Any equipment that provides a load-limiting functionality to EV charging stations, without energy storage, such as power cabinets, switches to enable power sharing, load monitoring, communications, or safety hardware to enable load management.

Minimum Capabilities

In addition to the required certifications above, the guidelines below summarize the minimum capabilities required to be performed by equipment funded by LMTIP. The technology segments described above are broad categories encompassing many different products. Different certifications and specifications may be applicable for different products within each technology segment. If the equipment you are considering for your project does not meet the relevant technical specifications or certifications, please reach out to info@jointutilitiesofny.org prior to submitting your application.

  • On-site Energy Storage and Energy Storage-integrated EVSE must be able to:
    • Meet utility requirements for sizing (discharging the minimum power to the minimum number of plugs simultaneously)
    • Maintain a minimum of 70% round-trip efficiency
    • Connect to the grid
    • Have a manufacturer warranty covering the entire system for at least 10 years
  • Load management software and hardware must be able to:
    • Manage the charging of all EVSE included in the application

These technology specifications and certifications only cover requirements determined by the Joint Utilities. LMTIP projects are also subject to compliance with all applicable local, state, and federal requirements, as well as utility-specific connection standards.

Data Reporting

Participants are required to report EV charging session data monthly for each EVSE that is connected to equipment supported by LMTIP. Session data should include the following datapoints:

  • Number of sessions daily
  • Start and stop time of each charge
  • Amount of time each vehicle is plugged in per session
  • Peak kW per charging site (aggregated monthly per site; including site capacity, charger nameplate capacity, and peak kW load management adjustment)
  • Annual aggregated kWh per charging site
  • Annual aggregated hours charging
  • Plug outage information (number and duration of outages, differentiated by expected outages and unexpected outages)

On-site energy storage and energy storage-integrated EVSE projects are additionally required to provide 15-minute (or shorter) interval data for the following power flows:

  • Output of each on-site EVSE that is connected to the energy storage equipment
  • Input to the energy storage equipment from the distribution grid
  • Output from the energy storage equipment to other non-EV charging equipment on site
  • Output from the energy storage equipment to the distribution grid (if applicable)
  • Input to the energy storage equipment from any generation source other than via the distribution grid (if applicable)
  • Input to the EVSE and/or energy storage equipment of any Vehicle-to-Grid (V2G) activity (if applicable)

 

Customer Eligibility

Commercial utility customers with an EV load management project must be concurrently applying to, be enrolled in, or have completed an additional eligible utility EV charging program as a pathway for LMTIP participation. Eligible pathway programs include:

  • Make Ready Program 
  • Medium- and Heavy-Duty Pilot (MHD Pilot) 
  • Demand Charge Rebate (DCR) 
  • Commercial Managed Charging Program (CMCP) (once available from your utility) 
  • EV Phase-in Rate (once available from your utility)

Eligible pathway programs vary by utility. For specific eligibility details, and to apply, see your utility’s individual LMTIP program website.

 

Program Budgets

LMTIP incentives may be stacked with other incentive programs and tax rebates. Final incentive amounts may depend on project location and technology segment(s). See utility webpages for additional details on incentive calculation.

This tracker shows each utility’s total incentive budget at the beginning of the program, the amount committed or paid to projects, and the remaining amount available for new projects. This data is updated quarterly.
