Program Overview
Medium- and heavy-duty vehicle operators in New York State looking to install charging stations to electrify their fleets may be eligible for charging infrastructure funding from their utility through the Medium- and Heavy-Duty Make Ready Pilot. Under the Pilot, utilities can provide incentives of up to 90% of utility-side infrastructure costs to mitigate the cost of developing EV charging capacity. The Pilot focuses particularly on disadvantaged communities (DACs). Funds for incentives are limited and available on a first-come, first-served basis. Each participating utility will accept applications until December 31, 2025, or until available incentive funding has been fully allocated, whichever comes first.
How to Participate
To qualify, fleets must be approved for participation in either the New York Truck Voucher Incentive Program or the New York City Clean Trucks Program. In pursuit of the Pilot’s primary objective of reducing diesel emissions within DACs, the utilities will prioritize providing incentives to projects located in or that support fleets that are operating a signification portion of the time in DACs and that demonstrate greater commitment to reducing diesel emissions in DACs.
Step 1. Select your vehicle: Choose an eligible vehicle for purchase or lease, and identify a qualifying diesel vehicle from your fleet for scrappage. For more information, refer to the NYTVIP page.
Step 2. Find your vehicle dealer: Contact a dealer authorized to sell the vehicle you've selected in Step 1 (listed on the Eligible Vehicles List); the dealer will be able to submit a voucher application and reserve vehicle funding.
Step 3. Contact your utility: Contact your local utility to discuss charging infrastructure needs and requirements, assess eligibility for the Make-Ready Pilot, and apply for fleet assessment service.
Step 4. Voucher approval & make-ready application: Once your voucher application has been approved, find a contractor and apply for make-ready funding through your utility's make-ready portal.
Step 5. Prepare for vehicle delivery: Find a participating vehicle dismantler to complete scrappage of your old diesel truck or bus; keep in regular communication with your vehicle dealer, electrical contractor, and utility regarding status of vehicle production and infrastructure work.
Step 6. Share your experience: Once chargers are commissioned and vehicle is delivered, remember to complete a utility survey and semi-annual vehicle usage reporting.
